On September 10, 2026, the North Bellmore Board of Education adopted a proposed $26.5 million capital bond to address important facility needs across our schools, with no additional cost to taxpayers. If approved by voters on December 3, 2026, work would begin in Summer 2027.

The proposed bond is structured to be completed at no additional cost to taxpayers. Existing budget capacity, retiring debt and anticipated New York State Building Aid support the proposed capital plan.

Why Is This Project Needed?

North Bellmore's six school buildings date from 1924 to 1957. The proposed capital bond represents the next phase of the District's long-term capital plan to address important facility needs and continue maintaining our schools.

  • North Bellmore UFSD is proposing a $26.5 million capital bond for priority facility improvements across all six schools. The proposal includes roof replacement and other building work; safety, security and accessibility improvements; gymnasium air conditioning at Martin Avenue, J.G. Dinkelmeyer, Newbridge Road, Park Avenue and Saw Mill Road schools; new playground additions with ADA accessible features at every school except Gunther; and field improvements at all six schools.

  • The proposed capital bond includes major roof work across all six schools; air conditioning installation in five gymnasiums; safety and security improvements, including interior and exterior door hardware; elevators at Saw Mill Road and J.G. Dinkelmeyer; playground additions; field improvements, including benches, bleachers and backstops; select window replacements at Newbridge Road; and fuel oil tank abandonment.

  • The proposed capital bond is $26.5 million.

  • No. The proposed $26.5 million capital bond has been structured so the District can complete these improvements without any additional cost to taxpayers. Existing budget capacity, retiring debt and New York State Building Aid will support the cost of the proposed bond.

  • The District has structured the proposed bond using existing budget capacity, debt that is rolling off and New York State Building Aid. These existing financial resources allow the District to take on the new debt without increasing the tax levy to pay for the proposed bond.

  • North Bellmore's current Building Aid ratio is 78.7%. Eligible project costs approved by the New York State Education Department may qualify for State Building Aid based on the applicable aid calculation. The 78.7% ratio does not mean that the State will reimburse 78.7% of the entire $26.5 million bond.

  • The proposed projects were identified through the District's long-term capital planning process, including its Building Condition Surveys, review of facility conditions and collaboration among District administration, facilities staff, the District's architect and construction manager.

  • The District uses several funding sources for capital improvements. Smaller and recurring projects can be addressed through the annual budget or Capital Reserve, while larger, long-term projects may require bond financing. The proposed bond allows the District to address major facility needs while continuing its multi-year capital plan.

  • If approved by voters, work is anticipated to begin in summer 2027. The construction schedule will be developed to complete projects efficiently while minimizing disruption to students and staff.

  • No. Bond funds are specifically authorized for the capital improvements approved by voters and cannot be used to support the District's general operating budget.

  • No. The District cannot spend more than the amount authorized by voters for the proposed capital bond. If project costs exceed available funding, the District would need to adjust the scope or identify another legally permissible funding source.
